The National Planning Policy Framework sets requires Local Planning Authorities to give great weight to the need to create, expand or alter schools through the preparation of plans and decisions on applications and to make more effective use of sites that provide community services such as schools.

The Government sets out principles for councils to consider when determining planning applications for new school development and this   includes a presumption in favour of such applications predicated upon a series of set out criteria.
